To me, knowing the technical how to (solution design, TMS, dataLayer) and fully understanding the the purpose (business requirements) both at strategy and tactical levels -using the same brain, meaning, the same person- is paramount to success; as an analogy, it is like being fluent in two languages the possibility of losing meaning in translation is significantly reduced.
Data has to be right (not corrupted), must be tied to a business requirement before it can bring insights that will lead to progress; as in any other field garbage in, garbage out.
